Portsmouth Senior Center Structural Assessment

The Portsmouth senior activity center, formerly the Lt. Paul Double U.S. Army Reserve Center, was originally constructed in 1957. The structure consists of continuous concrete footings, CMU foundation walls, hollow cell CMU exterior walls with horizontal reinforced concrete bond beams, a steel framing roof system, and plywood decking supporting an EPDM roof. In 2020 the City of Portsmouth completed renovation efforts on the primary structure, but due to budgetary constraints, the attached assembly hall did not receive any structural improvements. The objective of this project was to evaluate the structural deficiencies that would need to be corrected to bring the assembly hall up to current code standards for the space to serve as an emergency shelter. Through a structural assessment and analysis, several components were found to be insufficient. Research was conducted on multiple remediation strategies aimed at addressing these deficiencies, outlining the benefits and drawbacks of each strategy, if implemented.
